What a GRAI Betting Licence Actually Means

Since 1 July 2026, a bookmaker serving Irish customers online is supposed to hold one specific document: a GRAI remote betting licence. Plenty of sites wave the word "licensed" around, so it is worth knowing what this particular licence actually certifies — what the holder had to prove, how long it lasts, and the one thing it definitely does not cover. We will use a real entry from the public register, GRAI-0191-RB-26-0001, as the worked example throughout.

What the Holder Had to Prove

The Gambling Regulatory Authority of Ireland does not sell licences over the counter. Under the Gambling Regulation Act 2024, an applicant had to satisfy the regulator that it is a fit and proper operation — the people behind it, their history, their corporate structure — and that it has the financial capacity to run a betting business, including showing that winnings are paid from lawful sources. Applications for remote betting opened on 9 February 2026, and the first licences were granted from 1 July 2026, so every licence on the register today went through that vetting recently, not decades ago.

What the Licence Obliges Day to Day

Getting licensed is the start, not the end. A GRAI licensee must verify customers are 18 or over, pay out winnings, close an account whenever the customer asks, and keep customer money apart from the operator's own working funds. Two bans matter most at the betting counter: the operator cannot accept credit cards or payments funded by one, and it cannot extend or arrange credit so you can keep betting. Breaching the credit rules is a criminal offence, and the GRAI's administrative sanctions run to €20 million or 10% of turnover, whichever is greater.

Reading the Licence Number

Take our worked example, GRAI-0191-RB-26-0001. The parts you can read off it: the issuing authority (GRAI), the operator's number on the register (0191), the licence category — RB for remote betting — and the year of the grant (26, matching its start date of 16 September 2026). The category code is the part worth checking every time: an RB licence authorises remote betting only. The register at grai.ie is the authoritative source — our 2-minute bookmaker check shows how to look an operator up.

How Long It Lasts

Licences under the 2026 licensing regulations (S.I. 38/2026) run for three years. Our example runs from 16 September 2026 to 15 September 2029, after which the holder faces renewal — a fresh look at its finances, compliance record and complaints. The GRAI has said it will consider five-year terms after industry consultation, but three years is the regime today. Between renewals the regulator can suspend or revoke a licence, which is what keeps the register meaningful rather than ornamental.

What It Does NOT Cover

This is the point most "fully licensed in Ireland" claims quietly skate over: a remote betting licence does not authorise casino games. The GRAI has issued zero gaming (casino) licences — applications for gaming, lottery and B2B licences open through 2027 and 2028. So a bookmaker can be genuinely GRAI-licensed for its sportsbook while any casino tab it offers sits outside the Irish regime entirely. Our casino licence timeline tracks that separate story.

Why It Matters to You

Honest maths applies to regulation too: a licence does not make odds better or margins thinner. What it buys you is enforceable rules — segregated funds, a complaint route to an Irish regulator, the exclusion register once it is running — and a regulator with real fining power behind them. That is worth more than any padlock icon.

Frequently Asked Questions

What does a GRAI remote betting licence allow?

It authorises remote (online and telephone) betting to customers in Ireland — nothing more. It does not cover casino games or lotteries; the GRAI has issued zero gaming licences so far.

How long is a GRAI betting licence valid?

Three years under the 2026 licensing regulations (S.I. 38/2026). Our worked example, GRAI-0191-RB-26-0001, runs 16 September 2026 to 15 September 2029, then faces renewal.

What does RB mean in a GRAI licence number?

RB is the category code for remote betting. Always check the category on the register at grai.ie: an RB licence does not authorise casino games.
