Why This Law Exists
Until 2024, Irish gambling ran on laws from 1931 and 1956 — written before television, let alone smartphones. Online casino was never licensed at all. The Gambling Regulation Act 2024 replaces the whole patchwork with one regulator (the GRAI), one licensing system, and modern player protections. Legal analyses of it run to dozens of pages for lawyers; here is what actually touches you as a player.
1. One Regulator, One Register
The GRAI licenses every form of gambling except the National Lottery — betting, gaming, lotteries, B2B suppliers — in phases through 2028. Every licensed operator appears on a public register you can check in two minutes. No more guessing who is accountable.
2. Real Money Protections
Licensed operators must verify age, must pay out winnings (a licence condition, not a courtesy), cannot accept credit cards, and cannot extend credit. ATMs are banned from gambling premises. Breaches carry fines up to €20m or 10% of turnover.
3. Advertising Gets a Leash
The Act provides for a broadcast watershed, bans ads designed to appeal to children, and restricts social-media gambling ads to people who opted in. Inducement rules target VIP-style pressure tactics. Full breakdown in our advertising rules guide.
4. The National Gambling Exclusion Register
A single self-exclusion register covering all licensed operators at once — sign up once, excluded everywhere that is licensed. Details on our exclusion register page.
5. A Social Impact Fund
Licensed operators will pay a levy into a fund financing addiction research, awareness and treatment — the industry paying for the harm it can cause. See how the Social Impact Fund works.
The Catch: It Arrives in Phases
The Act passed in October 2024, the GRAI launched in March 2025, core provisions commenced 5 February 2026, betting licences flowed from July 2026 — and online casino licensing is still ahead. Until your casino appears on the register, these protections do not bind it. That is the single most practical thing to understand about the Act in 2026.
